edCount was pleased to have contributed two staff members to the Technical Advisory Panel for Education Week’s 2009 edition of its annual publication Quality Counts. Every year, Education Week produces a comprehensive statewide research report highlighting trends and performance across all 50 states’ education practices; in 2009, Quality Counts focused particularly on English-language learners and states’ performance in serving this ever-growing population.

edCount President Ellen Forte, Ph.D., and Senior Analyst/ELL Specialist Diane Staehr Fenner, Ph.D., both served as Technical Advisors for this edition of Quality Counts, assisting the research team in identifying and refining its procedures and methodology and in suggesting respondents to maximize the value and validity of the final data and reports.

Quality Counts 2009 provides research and analysis of ELL population sizes and growth by state, information about ESL educators and professional development approaches, summaries of current practices for ELL student instruction, and individual in- depth ‘snapshots’ of a sampling of ELL students to give a sense of the population’s diversity.

By providing this ‘report card’ on where the US currently stands in its service to this growing population of students, Quality Counts stands as an excellent resource and tool for all those committed to improving the education and achievement of English-Language Learners. edCount is proud to have been involved in the creation of this valuable publication.
