Heather Peltier, Ph.D.

Heather Peltier, Ph.D., is a Research Associate at edCount, LLC. Dr. Peltier brings with her 19 years of experience in education, serving in various roles, including as an educator, administrator, and instructional and assessment specialist. As an Associate, she supports project directors with the planning and execution of deliverables for state assessment development and evaluation projects. She provides support for the development of research instruments, the collection and analysis of quantitative and qualitative data, and authors reports and presentations. Dr. Peltier has extensive experience working with large-scale assessment systems, and is knowledgeable about issues related to design, development, administration, and reporting of assessments. She is also experienced in ensuring compliance with district, state, and federal policy related to assessment and accountability. Dr. Peltier currently supports the leadership and management of an alignment evaluation for the Indiana Department of Education and the Louisiana Department of Education.

Prior to joining edCount, she served as Chief Assessment Officer for the Tennessee Department of Education, where she supervised the design, administration, and reporting of their large-scale state assessment program. Dr. Peltier also served as Senior Director for the Assessment, Accountability, and Evaluation Department of the School District of Polk County in Florida, where she oversaw educational and policy research activities including supervision and coordination of federal, state, and district mandates and provided support services related to district and state assessments, performance accountability, program evaluation, educational research, and strategic planning. Prior to these positions, Dr. Peltier served in a variety of roles in education, including teacher, literacy coach, district-level curriculum specialist, psychometrician, and instructional research and evaluation specialist. She has served as a federal peer reviewer for state assessments for the US Department of Education since 2015. Dr. Peltier earned her Ph.D. in Curriculum & Instruction (cognate in Educational Measurement) from the University of South Florida, her Ed.S. in Educational Leadership and Administration from Florida State University, her M.A. in Teaching Middle Grades English from the University of North Carolina, Charlotte, and a B.A. in English and French from the University of Virginia.
